Skills, knowledge, experience required:

• Senior Oracle Project Management experience at Level 7 (A4) and experience in complex Oracle EBS R12.2.3 (or higher) implementations, comparable to that within the NCIA;

• Enterprise wide Oracle EBS implementations where Projects, Finance and Logistics worlds meet each other;

• The specific challenges and best practices for Oracle EBS implementation approach (Oracle Implementation Methodology- OUM/AIM);

• Experience in complex Oracle EBS R12 implementations in the areas of Finance, Procurement and Projects, comparable to NCIA;

• A “self-starter” who can take an assignment and work to completion with a minimum of supervision;

• Possession of outgoing personality and willingness to engage with new people and in new environments with ease;

• Team player with ability to build consensus and guide the discussion and the Subject Matter Experts;

• Ability to handle disagreements with tact and diplomacy.

Desirable:

• Multiple successful Oracle EBS implementations including Project Accounting and related Projects area’s and the integration with Finance and Logistics;

• Knowledge of IPSAS regulations and experience implementing public sector accounting processes.

Duties/role:

• Planning and sequencing the work to ensure Workstream 1 and 2 solutions are ready to be deployed within 6 months;

• Organizing and leading the necessary business scoping and designing activities to arrive at solutions that can be implemented successfully in the Agency’s ERP context;

• Performing Project Management of a mixed team consisting of a Senior Oracle EBS Architect, an Oracle EBS Database Administrator and one Oracle EBS Functional expert and one Oracle EBS Developer per Workstream to prove and refine solution concepts, develop designs and implement solutions against a challenging schedule (each workstream has in addition business leads from the two most affected business areas);

• Ensuring the team adheres to standard Oracle EBS and Agency procedures and that the team delivers output to the required quality standards, including completing necessary documentation;

• Coordinating activities between Business and implementation consultants in order to keep up with tight planning goals;

• Coordinating with other Agency stakeholders in the areas of Architecture, Cyber Security, Validation and Testing, Training and Communications, as well as with the Management team supporting the production system;

• Consulting with other Agency business stakeholders wherever their processes may be impacted by proposed changes;

• Arranging and coordinating all testing;

• Ensuring business and other Agency stakeholders are aware of the implications of any planned changes and that they are sufficiently well informed to prepare their business areas, revising procedures and staff guidelines as necessary;

• With the support of the Workstream leads, reporting progress weekly to the Agency’s R1.1 PM, raising any issues as necessary to include progress updates against the schedule and any risks to completion on time.
